CoLRev enhancement proposals (CEPs)

CEP stands for CoLRev Enhancement Proposal. A CEP is a design document providing information to CoLRev developers, describing design decisions related to the architecture, environment, or processes. The CEP should provide a concise technical specification and a rationale (inspired by PEP, Python Enhancment Propsals and Jabref architectural decision records (ADR)).
